For instance, data from Gallup and the Pew Research Center for the People and the Press (1998a) show that trust in state and local government increased between 1972 and 1987, suggesting a transfer of political support. In addition, 1987–97 comparisons from the Pew Center find that favourable attitudes towards most specific federal agencies also increased over time.

The postulated fundamental change in the citizens’ relationship with the state largely did not occur’ (Fuchs and Klingemann 1995: 429). A subsequent round of comparative opinion research called this conclusion into question (for example, Dalton 1999; Norris 1999a; Pharr and Putnam 2000). This chapter goes beyond these previous analyses to compile a larger and more systematic assessment of how people view political actors and the political system in advanced industrial democracies. We determine whether citizen orientations towards politicians, political parties, political institutions, and the principles of democracy are changing in systematic ways.
