5). Economic affluence and consumerism have, in tum, nurtured a more individualistic culture that stresses far more the rights rather than the obligations of individuals towards others. It is not that individualism has replaced collectivism for these two values always coexist in society. Rather, it is that the balance has tipped towards the former and this needs to be rectified before pro-welfare governments can implement any ambitious plans of restructuring, particularly if they involve increased levels of expenditure.

Paradoxically, however, these policies had the opposite effects. They encouraged a move towards permanent settlement among the existing foreign workers, produced a new wave of family migration and led, from the late 1970s onwards, to a shift from 'economic' migration to the 'political' migration of asylum seekers and refugees. Germany's Auslander ('foreigners') rose to over 6 million, or 8 per cent of the population, in the early 1990s. Without the foreign workforce whole areas of German industry and many public services would be in serious difficulty, and the fiscal pressures on the social state much more severe.
