According to these scholars, diverse political and economic interests across these heterogeneous groups of workers were the key determinant of recent political changes in the process of labor market and social welfare reform in advanced industrialized countries (Häusermann 2010; Mares 2006; Palier and Thelen 2010; Rueda 2007; Thelen 2012). Following the concept in the literature of labor as diverse groups of workers, this study disaggregates labor into two distinct groups of the workforce in the context of labor market reform, despite cross-national variations in legal definitions and real employment practices in the labor market.

Thus, Japanese and Korean labor markets might be identified as “tripartite structures,” whose layers are differentiated by three distinct groups in the workforce: (1) well-paid and well-protected regular workers, (2) underpaid and under-protected non-regular workers, and (3) unskilled foreign workers placed outside of legal protection. While it is true that the increasing size of the foreign workforce affects the structure of the Japanese and Korean labor markets, this INTRODUCTION 17 book does not take into account the foreign workforce as a primary aspect of analysis, for several reasons.

Nevertheless, Korean policy makers have recently distanced themselves from the emulation of Japan’s policy making, not only in the politics of labor market reform but also in a wide range of socioeconomic policies. They have endeavored to develop their own version of reform and to examine other advanced industrialized countries as references especially since the late 1990s, a period during which Japan’s economy recorded sluggish growth rates. In the case of labor market reform, Korea has adopted reform agendas intended to increase labor market flexibility as well as protection for outsiders far more extensively than Japan, which makes it difficult to posit the effects of policy makers’ learning of Japan’s labor market reform on Korea’s reform.
