However, this approach raises some questions about the sustainability of the improvement efforts once such support is withdrawn. In the same way, the issue of sustainability is also raised for two of the headteachers in this study whose engagement with the school would most probably end once the schools were out of ‘special measures’. The other school presented a different problem: its headteacher took the school into special measures. This brought a number of different challenges and, in a way, strengthened the resistance the school exhibited to external support, since the headteacher was observed to be defensive of her school and, at times, towards her staff.

Whether this is fair, reasonable or serves any real purpose I am not sure. Whether the information provides us with an understanding to use for potential improvement is limited. Last year our statistical test data showed over 100 percent improvement, comparable and probably better than 95 percent of the schools in the country. What it tells us about the improvement in the quality of the education we provide is another debate. Beverley was concerned that test results may be a false indicator of the progress of the school and pupils, but, more significantly, she was concerned that they were given inappropriate attention, at the expense of more important issues within the development of individual children: Because I think it is done at the expense of other things.
