Welfare and security were rarely mentioned. The torch of the qualitative revolt passed out of student hands on Tuesday, December 9, 1969, as the iron miners of Svappavaara, north of the arctic circle, laid down work in a wildcat strike. They were joined on Wednesday by their colleagues in Kiruna and, on Thursday, by those in Malmberget. As a group, the iron miners were the best-paid blue-collar workers in Sweden. The state-owned mining company that they worked for was administered by the Social Democrats.

In their breadth of support, the Easter Marches suggested that the Cold War anticommunist mobilization was no longer sufficient to keep issues of military and foreign policy out of the political debate. The student revolt that broke out at the University of Copenhagen in March 1968 marked the watershed. Following the example of their comrades in Berkeley and Paris and with the ingratitude of youth, the largely middle-class beneficiaries of the explosive expansion of the universities under the 22 Understanding Scandinavian Politics Social Democrats demanded rights hitherto reserved exclusively to senior professors.

One can find a common denominator for the answers, perhaps, in terms of a fragmentation of politics. Fragmentation of the party system is clear in the rise of new parties and fission of old ones. Less obvious but equally important is the fragmentation of the political agenda: The once clear focus on economic growth, distribution, and redistribution has been fractured by the appearance of new issues—moral, cultural, and environmental—that cut across the old economic dimension. Beneath this surface fragmentation is an explosive growth in voter volatility, a rising willingness to change parties among young and old alike that reflected growing alienation from so-called normal politics.
