What kind of social foundations underlie the political and legal construction on which regional integration in Europe has been built? In a range of works during the last decade, Juan Díez Medrano has been developing an empirical sociology of European Union that might begin to answer these questions systematically. In particular, his landmark book Framing Europe: Attitudes to European Integration in Germany, Spain, and the United Kingdom (2003), used a systematic frame analysis of post-1945 editorials, attitudinal surveys and extensive interviews in three member states to get at the question of European identity and its variation across the continent.

The study of the Commission (de Lassalle and Georgakakis 2007), for example, shows the increasing specialization of personnel over time with the development of particular profiles: transversal/political posts for Commission top managers with international and EU experience versus technical/sectoral posts for national civil servants. Studying who people are and what they do highlights processes of distinction over time. Work on the European Parliament is telling in this respect as one sees over time the institutionalization of the MEP function, with its emphasis on expertise and the professionalization of ‘unlikely’ politicians, such as women, celebrities and minority parties’ members, such as the Greens and Right-wing populists (Kauppi 2005; Beauvallet and Michon 2010).

Definitions of Europeanization in the literature generally refer to the European Union’s institutional impact on domestic politics and national economies. As with other contributions to this book (see Chapter 1), I depart from this narrow political science definition and propose an alternative that bears strong similarities to Social Class and Identity 31 how the sociological literature defines the process of globalization. Europeanization of national societies can be conceived as the widening of the geographical scope of the national citizens’ lives and economic and political activities on a European scale, just as globalization would conceive this on a global scale.
